If Switch 1 doesn't outsell PS2, will any other future console in the foreseeable future or in our lifetime do it?

Normally I would say yes. Cuz I truly believe the times are evolving, and there are more and more gamers. However the recent economy situation changes things. If all of this with the memory, ssd, and higher prices can get out of the way soon, let's say withing 2-3 years, then I think there may be some console in the next 15 years that will make it. It simply needs to be successful and maybe not have direct competition or have very weak one. As far as which manufacturer will be, I think the likely ones are Sony and Nintendo. Switch 2 is an option, in my opinion, it is still to this date the fastest selling console. Other than that, Sony can, but they should really try. For example not be cocky and greedy, and release something at good price.
