I got an idea. Can't you edit and write the warning into the title ? since it's primary for one other console just add (XXX thread ban warning) or something like that to the title? (where XXX is of course the name of that console). That way even if someone has read the warning, but 2 months have passed, he will again be reminded of that, whereas if he doesn't see it in the title for example, he may forget about that after 2 months, and even though he may have read it earlier, he may use it again, just because much time has passed and he has forget it by that time.
