Why? There are no new games to my knowledge to boost sales, it's too early for a price cut, and I can't think of any holidays.

What is the catalyst that you think will make sales increase in the coming weeks? I think sales will go below 30k worldwide before E3
My prediction threads:
Wii U will sell under 40m units (made on 14th September 2012)
PS Vita will sell under 20m units (made on 30th September 2012)
Wii U will sell under 7m in 2013 - I was right
I think the opposite will happen, sales will go slowly down, reaching bottom levels of around 25k or slightly below. Europe numbers will be all but nothing in a few weeks, most likely, and when Japan cools down there isn't much left. N.America purchased more DS' and Wii's last week and nearly four times as many 360's as Wii U's.

Yes they can, ask the Vita. It has a lot of experience when you think sales are increasing.
