There are so many games less deserving of the label that get called rpg jsut because they have a skill tree and item stats so i never even considered debating whicher's status as an rpg. It has character building both mechanically and narratively.

Very clearly a western RPG, open-world RPG and Action RPG, all of which are RPGs.
CRPG - A classic RPG with clear D&D inspirations in its systems
JRPG - A party-based RPG with a usually predetermined story and with self-contained combat encounters (note that this is not true for all RPGs made in Japan)
Western RPG - An RPG where dialogue and choices play a major role (note that this is not true for all RPGs made in the west)
Action RPG - An RPG focused focused mostly on the combat and where said combat is real-time. Differentiated from a pure Action game by being non-linear and including RPG elements - stats, xp, equipment etc.
Open-world RPG - An RPG set in an open-world, most often Western but can be any type
MMORPG - Multiplayer RPG with tons of players in the same world, which is generally also Open
It's a Western Open-World RPG first and foremost and secondly an Action RPG.

Exactly. I love the way you broke that down.
I grew up playing D&D around a table with mates, games with those incorporated rules are RPGs. W3 and many others are just action, adventure or whatever.
