Doesn't fun, unige and innovative make a game a good game? What is a good game for example? Who defines "good" games?

Let me get this kinda straightened out. Minecraft was not a good game...at 1st. Much like how Pokemon gen wasn't. It was broken and buggy as hell. Over time, it got more refined.
When Minecraft became a sensation, it wasn't because it was a "good game". It was because it was amazingly innovative and interesting. Some of the physics in that game and some of the logic still needs a bit work, it's not as refined as it could be yet.
But people love it in its current state anyways like Pokemon back then. At 1st all a game need to be is engaging and fun. Then it can start to become "good", as in better graphics, physics, more through balancing blah blah like the abilities and the Special physical split blah blah and truly be appreciated for how good the game itself is and now just a good concept.
What happens after the concept starts becoming stale is that the game needs to be good to keep the people engaged. Like Nintendogs. Didn't keep people engaing because it got old.
But Notch seems to realize this as he keeps updating it and it's surely on the road to keeping people on board after a couple years.
