That's not so simple. Nano assault looks and feels like something from the demoscene - that produces appealing visuals and sounds with low requirements on hardware. That works good on a small scale. but general engines that are also used for bigger worlds must have much more features, and different uses show new bugs that didn't show themselve on a smaller game or were avoided by the game design. I think Shin'en doesn't have the manpower to maintain a general game engine.
That might work on the other hand for the F-Zero-rumour. The can't create a project like F-Zero alone, but they could take the programming in most parts , while courses and cars might be designed by another team.
