That's what I don't get. The game is already on the plaform. The DLC has already been developed. They are passing up free money. I

If they want that type of game they have no other choice. Otherwise they'll buy it for another console and if that occurs the developers couldn't care. In reality maybe a few will not buy it based on principal.
But generally speaking, if someone doesn't like the game they won't want to buy the DLC. And if they do buy the game and realize they want DLC they'll buy the other version next time (happened with a few games on PS360 exclusive content for me), and if they're the type that wants to buy the DLC, they're going to want the game even if it is an inferior experience (especially when its not that inferior because the dlc is pretty shoddy). My perception anyways.
Each Patch costs money on PS3, Xbox360. So maybe the cost of developing, and putting it on wii u. Or maybe they just hate nintendo. :P.

Basically nothing about the Wii U third party situation surprises me at this point. It's become so bad it's basically a comedy at this point.
Good. This means that 3rd party developers know that Wii U customers are not fools and won't pay additional cash for something that should have been included on the original version of the game.
