If there isn't an exceptable amount of profit potential then you simply don't waste your resources. I don't know what the standard DLC buy rate is for fighting game content like this but I would hazard a guess that it's not all that high, and probably lower than average on Nintendo consoles. The calculated rate of sale for this DLC on the Wii U might be relatively insignificant.
I know some people blame everything on a conspiracy, or publishers "hating" Nintendo, but most of the time it boils down to math.

Which I'm sure there are people who would buy the DLC. It's already been developed, and there will be people to buy it, so they should just port it. Maybe if there port it then more people would buy the game because they see that it's being supported, who knows.
