This is indeed a presumption based mostly off the fact the game has only been shown to run at 30fps. But the same can actually be said for most AAA games in trailer form.
We don't know if there is a performance mode and we generally don't know how the game runs or even looks during actual gameplay.
Personally I find a S2 port on day 1 very unlikely for many reasons. Until a reliable source suggests the same, I won't pay this any mind.

I honestly believe gta6 could run on ps4 with lower res textures at 30 fps. Ps4 never got proper gta, a whole generation skipped, and looking at the specks of a ps4 vs ps3, its a huge difference, in cpu/gpu power. Ram alone is 32 times the size. The trailer they showed for gta6 is exactly wht I'd expect for a reveal on ps4. Greater looking texture models, much greater draw distances, improved water and wave effects, much more pedestrian traffic, advanced ai . Notice the character model for main characters were inline with what they were showing off for ps4 presentations at the time. Npcs still showing that semi realistic look.
And here we have a switch 2 that is greatly ahead of a ps4. So i expect it to run on a switch2. If they can get cyberpunk to run, why not.

Only a minority of nerds online care about games having worse graphics on a hybrid/handheld device, the average customer just doesn't care that that much about graphical performance, look at how popular games like Roblox and Minecraft are with their incredibly basic visuals, and look how far Switch 1 outsold PS4 or Xbox One despite being much less powerful.

Ps4 is running on old architecture. Switch 2, like current systems, have newer technologies, where you can do things not possible on last last gen, assuming you develop with these technologies and not the traditional ways of the last 20 years. Better cpu/gpu/ ssd like capabilities, much advanced architecture design

Nate claims Rockstar is really fighting for an NS2 release, and RDR’s NS1 release definitely seems to me like Rockstar was testing the waters.

I mean, if they "really fighting" for it, sounds like it's quite the hard task.
Why not focus to get PC day 1 instead? The first month on PC is likely to sell more than it'll do in it's lifetime on a NS2 version, the audience is not there.
I saw people here saying people don't care about graphics but they definitely do for GTA VI, it's literally positioning itself to be the best looking open world game ever, I really can't see how many people would choose a NS2 version over any other out there.
We just saw Cyberpunk on its release year on NS2 loosing to PS5 easily evem while it has already sold an insane ammount on Playstation for years.
If it is already going to have a PC version day one too, then sure, trying to get it also on NS2 would be a plus
