On the context of the movie, I would say that the aim is to make Joker as explosive as possible, so that he is memorable while having little screen time, so he doesn't take away focus from the suicide squad.
IMO this looks like a 90s - early 2000s esque portrayal of someone a mom would disapprove of, aka Little Wayne Joker version.
Seems to me the are exploring a entirely new portrayal of this character that is outside the normal comical - crazy spectrum that Ledger and Nickleson convey so well. While I don't care for it, as long as they don't change Joker's core tenants: being the ringleader but only pursing his goals. his warped sense of humor, fun, and playfulness, his intelligence, etc...in essence his Joking attitude, I'll be ok with it.
