Rumors says that there's a "glitch" to see this on the No More Heroes 2 game, just like the Hot Coffee

Makes sense. Kinda like the "naked vanille FFXIII" thing, there is a character model of naked Shinobu in the game, and i suppose this involves interfering when that model appears, a vulnerable time given that she's naked while saving, and if you can mess with that, you can probably get her out in the open.

The better question is if this can be used to run around as naked Shinobu outside, and but actually get to use Shinobu for revenge missions and stuff.

Sometimes games should get extra points for having glitches.
