It is. Better OST and story. Metaphor has a more complex worldbulding, but Clair has potential to expand the world in next entries
Combat system itself is better on Metaphor because of press turn, but Clair fixes this with enemy (and boss) design and a huge amount of customization. Skillset of your characters are far and away the best and more intricated I've seen in any turn based JRPG (or JRPG-esque)
I will put it just one tier bellow videogames derived from table top RPGs (BG, Pathfinder, etc)
The devs traded accessibility for complexity, which allows you to make crazy things that break the game. There are intricated combination of skills, weapons and runes. Figuring out how to break the game is really fun
The combat can be very punishing. This is the Dark Souks of turned based combat. If you don't master parrying or dodging be prepared to beeaten alive. Even random field enemies can kill you in one turn if you don't invest enough resources in defense
