Sony announced the PS4 9 months before launch. Now, if they announce it this month, that'll be on par with MS's 6 months. But, if they don't do it soon, they aren't going to have time to hype it, explain the hybrid concept to the masses, or iron out any kinks in their HW/policies that the public may dislike. They're already going to have a time trying explain why gamers should want a gaming tablet/hybrid console that's not even on par with XBO and more in line with being a Wii U Pro.

They said several times they don't reveal "NX too soon because competition could still they idea". End of September early October, they will definitely not revile it at TGS.
In 2016/2017 you really don't need more than around 4-6 months to reveal product before launch.

I think one of Iwata's biggest mistakes was mentioning the NX so far ahead of it's actual release. So many rumors and hearsay have built up in that time, and it seems like people are putting some really high expectations out there. It could turn out to be nothing more than a basic handheld that can play Wii-U ports, and plug to the TV like a Vita TV, as well as have very subpar hardware compared to PS4 and XB1, which is just going to lead most people to be disappointed and simply not care.

But actually rumors are saying that NX is less powerful than XB1 and that is some kind of hybrid, so people already know what to expect, of course we are talking only about small part of potential buyers who actually pay attention on those rumours.
