The frame rate definitely drops when you kick off Witch Time (at the very start), Wicked Weaves, and Umbran Climax (when the weaves are kicking in in full gear) but it doesn't matter because its invincibility frames for you, the moves are slow and powerful, and so the drop isn't really noticeable and can even feel like its intentional. But the frame rate will definitely drop in those scenarios.
The frame rate will drop when you're just wandering around too, panning the camera fast to look at stuff, but that doesn't really matter as its barely even an aspect of the game as a whole. The important part is that general combat, which is almost all of the game, has a solid frame rate somewhere in the 50s. Compare the core-combat sequence of Chapter IV when you fight your equal to W101 when you fight Vorkken and how the frame rate will tank into sub-30s with all those Wonderfuls on screen.

I wouldn't call it "issues" personally. It does occassionally slow a little when there a massive boss and a metric fuckton of alpha from Umbran Climax filling the screen at once, but it's never low enough to damage the gameplay.

I loved the first back then and I still love it now. My biggest worry is if Rol loves it, too! He's eventually gonna review it and I hope he "gets it".
I got it and I love it! It's so fast paced and keeps you wanting to play it for hours

Its not a big deal as the core gameplay is very, very well optimized to not dip much if at all unless you get into batshit set-piece battles but even then the controls are so well streamlined that everything is perfectly responsive. Framerate is half of the question, the other is an optimization to control or lack thereof.
Framerate issues are a much bigger concern when they are jerky, common, and, particularly, around 30 FPS when you start falling below 30 FPS and the games will feel like they are ripping themselves apart and responsiveness of the controls falls well behind even basic human reaction times and, for a gamer, nowhere near good reaction time. Then the game feels unresponsive and bad to play.
If you want to experience this first hand. Get Dark Souls on a PC (with Durante patch) and Dark Souls on consoles. Go to New Londo or Blighttown and try to fight there with the consoles <30 FPS and the PCs locked 60 FPS. The differences will be like night and day.

My bet with The_Liquid_Laser: I think the Switch won't surpass the PS2 as the best selling system of all time. If it does, I'll play a game of a list that The_Liquid_Laser will provide, I will have to play it for 50 hours or complete it, whatever comes first.

Yeah, I played Dark Souls on the 360. Blighttown was awful to play through...
