The frame rate definitely drops when you kick off Witch Time (at the very start), Wicked Weaves, and Umbran Climax (when the weaves are kicking in in full gear) but it doesn't matter because its invincibility frames for you, the moves are slow and powerful, and so the drop isn't really noticeable and can even feel like its intentional. But the frame rate will definitely drop in those scenarios.

The frame rate will drop when you're just wandering around too, panning the camera fast to look at stuff, but that doesn't really matter as its barely even an aspect of the game as a whole. The important part is that general combat, which is almost all of the game, has a solid frame rate somewhere in the 50s. Compare the core-combat sequence of Chapter IV when you fight your equal to W101 when you fight Vorkken and how the frame rate will tank into sub-30s with all those Wonderfuls on screen.
