He's saying that the moves will be performed in a very simple way. But maybe you have to decide the better angle of attack (I think he already said that), your location on the battlefield, which spells to use, how to better use your companions, quickly react to an incoming attack... there are A LOT of variables, specially on an rpg with a real-time combat system. I remember one the things Tabata said is how well the game "flows", and you have to consider the "environment" or the weather. The genre is not about the intricate combo systems, but rather about the strategy/planning/decision-making. Every rpg has "one-button" systems really.
I'm REALLY curious about this game's battle system. The demo cannot come soon enough.

So what you are suggesting that instead of a fixed position, the idea that an emnemies attack will always hit and you have to guard against it before or after your turn, it's more free flowing and you guard against it by moving.... so KH.
Right, so I'm going to take it from now on after the last few thoughts I've had that this game is a KH based FF game, not an FF game (still waiting on another actual FF game, maybe Type-0 will be it...)

Not to mention, Tabata's Crisis Core is a great game. And most people enjoy Type-0, though I haven't played it. And FF has never had a bad battle system really. I'm extremely curious... but optmistic.

I didn't like FFXIIIs, I'd actually say it was bad for an FF game. Main controlling character dies to everyone dies. Having to stagger enemies because any real damage is done, useless magics, press X quickly - swap to healing - press X - swap to attack again repeat until win. Nice ideas, poor execution.
Anyway, this KH game can't come out soon enough.
