The year perfect dark came out 2000? I think
2007 easily gets the crown because my favorite game of all time, Mario Galaxy, came out that year! Other 2007 games worth mentioning are Halo 3, CoD4, BioShock, Contra 4 and Unreal 3!

By cutting out a lot of the crap, I mean Skate and Heavenly Sword, really? Remakes don't count either.
1998 looks a lot better, Zelda, Panzer Dragoon, Pokemon, Metal Gear Solid and Half-Life alone trump 2007. Where would gaming be without Half-life and Pokemon? It would be completely different. Plus Ocarina of Time is often regarded as the best game ever made (makes IGN's list every year)

Thing is, I still say 1998 is better because so many of the well regarded franchises started/respawned in 1998. Half-Life, Metal Gear Solid, Starcraft and Pokemon all started in 1998, Ocarina of Time (often regarded the best game ever) resparked Zelda, and stuff like Panzer Dragoon Saga/XenoGears are simply a lot better then the stuff in 2001.
2001 is in my opinion #1, Golden Sun, Advance Wars and Halo all debuted, and every console got something good.

I have to go with 1998 - thanks to insane tech progress a ton of groundbreaking PC games were released and new genres were born. The FPS genre alone was taken to another level(s) with the holy trinity of Unreal - Half-Life - Thief. I just checked 10 of my top 30 games were released in 1998 +/- 2 years.
Deus Ex (2000) - a game that pushes the boundaries of what the video game medium is capable of to a degree unmatched to this very day.
As a Xbox fan.....2006. As a Xbox gamer.....2007.
I mean, Assassins Creed, Mass Effect, Halo 3, Bioshock, Orange Box, hell even Rock Band.......all games that pushed the envelope compared to the last gen.
Xbox: Best hardware, Game Pass best value, best BC, more 1st party genres and multiplayer titles.
