Thing is, I still say 1998 is better because so many of the well regarded franchises started/respawned in 1998. Half-Life, Metal Gear Solid, Starcraft and Pokemon all started in 1998, Ocarina of Time (often regarded the best game ever) resparked Zelda, and stuff like Panzer Dragoon Saga/XenoGears are simply a lot better then the stuff in 2001.
2001 is in my opinion #2, Golden Sun, Advance Wars and Halo all debuted, and every console got something good.
2007 is also good, but not as good as 98/01
