I still don't think that 3D will be a huge deal on the handheld, but I know it's not going to bankrupt anybody. It's entirely a hardware problem, and once the hardware has been built and paid for (and I have a hard time believing it will be too expensive if Nintendo thinks it's affordable), it shouldn't add any developer cost. You don't need to design two textures or models, you just tell the computer to render them twice.
In a way, it keeps dev costs down, since it's using increased processing power to render the image twice (which doesn't require graphic designers) rather than using it to increase visual fidelity (which does require graphic designers).
So don't confuse 3D and HD. They aren't the same in terms of the costs of production and they aren't the same in terms of adding value to the experience.
