You are talking about two different topics.
-The SAROS sales are slow that is true but if they break even or not is completely on Sony and their decision to assign a big budget to a game that is the spiritual successor of a game that didn't sold that much to begin with. Returnal sold 500k in its first 3 months and they knew it before acquiring the studio.
-The decision to leave pc goes beyond software sales on pc, it's about people buying a console and spending money inside that console. 12 extra M (assuming they sold Returnal at 60 on PC) are peanuts compared with the money they make from their consoles (only game related purchases, not even counting the console itself) thus the decision to leave money to protect huge money.
