3. Governors can violate their constitution(Florida), change the maps anyway they want, and that's fine but states can't violate their constitution (Virginia)

3.You can't change an unconditional map close to an election (Louisiana) except when you can (Louisiana) and you can't stop an election to change the map(Virginia), except when you can(Louisiana).

4. You can't change a map to discriminate against race(Louisiana), but the groups discriminated against have to prove INTENT(the entire country), except when you tell everyone watching FOX news that you are changed the map to discriminate against race(Texas). that's not proof of intent.
