Develop on the premise of "cross-generation"? What year is this, 2007?
Eh, they say that but I fully expect them to still have exclusives that are only on PS5 in that 3 year period. I don't think multi-platform games will stay on PS4 for the whole 3-year estimation either.
Why would I buy a ps5 than? I bought into the promise of an ssd that would make completely new game design possible. No long, winding corridors, no bland nothing in between interesting stuff that has to be loaded in, etc. If I have a 10+ tflop + super fast ssd machine to play games that run perfectly fine on something that will be 10 years old after those 3 years are over, I might aswell buy the ps5 in 3 years.Can't they see how this is bad in many consumers eyes? I think it is obvious that no one would be hurt if they leave the ps4 behind after Horizon 2. With this they will just hurt ps5 sales. After a long ps4 generation people are ready to buy new tech. Don't give them less reason to want this.

There, you just cracked the code for smart gaming. No game or system is worth buying at launch price. If more people where patient, maybe, just maybe, we wouldn't have $70 games now.

Gow Ragnarok cross gen, I’m predicting this here and now. It is still frustrating to see a largely supportive response when Xbox got ripped apart for being transparent almost a year ago on this matter. And that comment was 1-2 years.
I don't really see this as very different from previous generation transitions. Beyond 2 souls launched just prior to PS4 and GT6 launched AFTER PS4, in December 2013 as a PS3 exclusive. During 2014, we had a lot of cross gen multiplatform games, and even TLOU remastered with DLC included. For the most part, there is always around 2 years of overlap between gens, particularly with multiplatform. People complain generations are too long in one hand, then complain when new technology comes along then say why upgrade on the other. Damned if you do, damned if you don't. Me personally appreciates what the PS5 is offering over my current PS4; a 4K capable console which will take advantage of my 4K display, with the added bonus of the Ps5 essentially being a PS4 +5 in one piece of kit, with the commitment of Sony supporting the new console for the next decade.
Nothing in the original Japanese or the translation specifies Sony releasing more cross gen games. The reference to "developers" is a catch-all term that likely means third party partners as well.

Huh? A lot of Sony fans criticized cross gen HFW. What threads are you looking at?
I think if God of War Ragnarak was cross gen, Sony would have announced it with Sackboy, Miles & HFW.
