That has nothing to do with it. There are still too many Japanese players that have not made the jump. It was just recently announced the install base just hit 1.5 on PS4. PS4 only would definitely curb sales where its most important for Bamco.

Bamco doesn't think about localization before the game is actually released in japan (confirmed by fan trasnlators parsing through their code forcing monospaced fonts and forced single line dialog box).

They only way to force devs on the ps4 faster is for Sony to fund games in exchange of exclusivity. That won't happen.
