As long as they have the PS3 market in Japan, and until they know the games will sell well on PS4 in the West. The latter is really what they need to know. 

Bamco doesn't think about localization before the game is actually released in japan (confirmed by fan trasnlators parsing through their code forcing monospaced fonts and forced single line dialog box).

They only way to force devs on the ps4 faster is for Sony to fund games in exchange of exclusivity. That won't happen.
