I can't agree with that.
I've played every Mario Kart since the original and besides that game, where items played a more minor rule, Mario Kart has been more or less the same in terms of luck. Skilled players should win the majority of races, provided they ares sufficiently better than the competition, but they still won't win EVERY race. As has been pointed out already, that is the beauty of the game and it's unchanged.
What happened after Double Dash is people starting playing online and some found out they weren't as good as they had been led to believe by playing CPU characters and their mates. I don't have any friends who can beat me more than occasionally, across many versions of Mario Kart, but when I play online I get beaten more frequently because of the much higher probability of coming up against highly skilled players.
While I still get beaten it's not often by people with VR < 10 000. Furthermore if it wasn't skill based, it would be extremely hard to accumulate these skill points. Face off with someone who is > 40 000 as see how often you can beat them. Unless the assertion is that some people are simply inherently more lucky than others.....
