And this epitomises why Baby Park is such a success. It was the course that levelled the playing field in Double Dash. Anyone could win it, rather than just the "best".
However yeah, I can see why that sort of design would ruin tournaments etc. But again, it just levels the playing field and makes the other races more important.
I feel after Double Dash, Mario Kart really lost it's "skills mean wins" factor anyway as Wii in particular really strategy went out of the window in favour of praying for the best item drops.
Mario Kart 8 sees the series going back in that direction but it's always nice for everyone to have a glimmer of hope.

Yeah I never said it didn't succeed at what it was trying to do, I just don't like that it did is all!
Why do ya feel that? Skill is definitely as important as ever if not moreso in the later games. Like I said earlier, no amount of items will help you consistently do well if your skills aren't comparable to the rest of the competition.
Notice how I said consistently, because unless against AI (and even then), you can't win 100% of the time no matter how good you are, as that luck factor still exist, so yes anyone has chance in any given race, that's the joy of Mario Kart!
