Yes, but the Wii U games only had to cover the cost of porting, while Declassified had to cover the entire cost of developing/marketing/etc. since it was an exclusive title.
It makes more sense to put BLOPS 3 in particular on Wii U, considering it's Treyarch developing the game so it should sell more than the previous Wii U games. For reference, BLOPS 2 sold more than Ghosts despite being a launch title. Because it was actually a quality port. Now that the Wii U has a larger and more active install base, BLOPS 3 should sell more.
If Black Ops 3 lands on Wii U I will buy it. I suck at it but I still try. Even if it doesn't happen I might end up buying Black Ops 2. Since it still has a active community it should still be good.
Maybe Nintendo knowing that Zelda delay was incoming reached out to Activision to give them a pity port just to have a slightly beefier November lineup for the Wii U.
At least Reggie can say they're trying, and Activision maybe is getting the licensing fees cut and doing it with the understanding that maybe there will be some sweetheart licensing fee cuts for them on the future NX platform.
So it could happen. But this could be like last year too when people spotted the Wii U logo on the COD AW website and assumed that a Wii U version was coming.

So you think Call of Duty Declassified was expensive? No way, the game was shit. Activision haven't invested any money in it.
Call of Duty Declassified was shit and sold a lot more than 2 big Call of Duty main games on Wii U, which were at least ported good.

This is exactly what I want to say!
Wiimote is the only decent console controller for shooters, so I hope they support the Wii U. I might get it for local multiplayer when it's cheaper.
