Using the Gamepad screen for hacking, the map, etc should be a no brainer.

My main worry is that the game will be an unoptimized mess running at 16-26fps, like Assassin's Creed 4 on Wii U.

Too much working against it now and even if everything went well, the Nintendo audience is hardly the same as a the audience for a game like this. I'd say it will be around only 100k.
