Ps4 had the same problem
PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m
Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m
These are only games that were reviewed in this week's Famitsu. I'm sure there are at least dozen more games launching along with the console.
500 sales on first week.

With that logic, why launch in Belgium, Netherlands, Sweden, Finland, Norway or any other country beside the big 8?
They thought "we are launching in tier 2 countries". Microsoft does not view Japan as a priority.

Japan simply isn't worth the effort or resources. Catering to the west just makes more sense given potential hardware and software sales.
Sony has succeeded in Japan but are now struggling. The Vita is basically dead, which is a huge blow for Sony because PSP was a great success there. I'd be impressed if PS4 can achieve PS3 numbers, which were way down compared to PS2.
The only console manufacture with a strong following in Japan is Nintendo because they actually produce games Japanese gamers want.

They are ignoring some of the smaller Euopean countries though ( mostly the Eastern ones..)..

There were, but it's time for the tier 2 launch and Japan is part of it. No sense in not launching there.
