If it's because of restructuring then fine. That's acceptable. But please don't tell us shit about "breathing room".
If anything, consumers have too much breathing room between releases. But I understand that retailers have been stocking minimal Nintendo products because of the balls-up with the initial Wii U marketing - Captain Toad can do without big competition to get itself noticed. I know people who actually think the Wii U has been discontinued, because it is just not being stocked in shops here.
And the various language translations would obviously take up more time, of course.
I think it makes sense. Then again, Tomodachi Life's success in Europe means maybe they'd be wrong about this niche game being overlooked. Then again, it's summer vs holiday season.

I live in Scandinavia and I have never played a Nintendo game that was translated into any language other than English, sometimes with the possibility to change the text into German, Spanish and French.

I could probably do all the translations of Europe in a day for Captain Toad: Treasure Tracker...
Poor excuse... As for breathing space, there's no games coming out anymore for 2014. Except Smash Bros., which is just the same as any other Smash Bros. to me, so I don't really care for it.

Well, maybe you could, but those translations still have to be programmed into the game and credits, box art and any inserts etc, QC'd and then manufactured. That will take longer if the division responsible for it is currently being shifted to a new site and there are new hires being made locally.
And you personally not caring for Smash Bros has absolutely zero impact on the fact that Smash Bros will still completely eclipse Toad Tracker if the two were released at the same time.
The restructuring stuff makes sense, but breathing room for the consumer? The WiiU's current release schedule isn't exactly filled to the brim with new titles...
