Not really.
Lets compair it to skyrim. Skyrim had a huge map that was broken up into nine regions.
Old Russia was probabally a little bigger than one of Skyrims regions (In the beta you didn't have access to all of Old Russia, King's Watch aria was blocked off), and there are five more locations to visit, so in other words, Destiny's total playing space will be at least as big as Skyrim.
Then you have to consider that a game like skyrim, the art style throughout the whold game was basically the same, but with Destiny, each location has it's own unique asthetic that they had to create. So for example, in Skyrim, a lot of the trees you see will be the same across all the regions, but in destiny, they can't just take a tree from old Russia, and use it in Venus, they have to create all new assets for that location.
Now, Destiny also has PvP maps that they have to create on top of the open world, and they also have a ton of variation in the different types of enemies that they created for the game.
There are four different races, and each race has 5-7 different type of enemy types. Take the hive for example, wich consist of Thralls, Acolites, Knights, Wizards, Ogres, and Shrikers.
Plus there are a Ton of different weapons in the game. I think I found over 50 different weapons in the beta alone!
Then you have to consider that they have story missions, strike missions, and Raids. Each of these modes had to be seperatly made, and then all put together on the open world map.
Now from what I played in the beta, the open world map was very dense with a ton of secrets (chest & dead ghost) hidden throughout the world, some of which are protected by high level enimies. There are also free rome missions scattered throughout the map which you can activate and complete for points, and on top of that you have bountys you can do if you get tired of that.
And then you also have to consider that there is a whole progression system they made where you can not only upgrade your abilities, but each and every weapon that is uncommon class and higher have thier own progression trees to be leveled up as well!
So in short, Destiny will not be lacking in content at all. It is a $60 game that won't have any sub. fees like ESO, and will be heavily supported with DLC that will continue to add to every thing they already have ready for launch.
