Since Chicago has recently been done in Watch Dogs, I think its out of the question. Also it would be too similar to LC but without any of the recognised landmarks of NYC.

Los Santos is just not possible.

San Fierro hasn't been featured since San Andreas but I think its too small and not one of USA's biggest cities. Maybe in a handheld spinoff it would make sense.

Vice City wouldn't make much sense if its set in the current decade because it will lose the atmospheric and wonderful 80's vibe.

So that leaves us with Las Venturas. I think the casinos and mafias would open new gameplay avenues for GTA VI. So I think that would be the city featured in GTA VI.

How about non-US City?

Nah I'm just kidding but people are going to buy GTA VI even if its set in London. Oh and the American audience will surely need subtitles for a couple of words ;)

Awesome would be stuff like Cape Town, Rio, Barcelona and so on but it will be probably in USA and maybe even in a city we have seen already.

What about Moscow? An US ex marine (for example) that gets into trouble and has to face the russian mafia and some ex-KGB while trying to find a way out of the country.

Big city perfect for car chasings with a few recognizable places and lots of weapons and baddies.

The story would be criticised by Russian government.

Also they just can't stop satirizing US, which is one of the defining point of the series.
