Fact of the matter is 3DS has a larg and diverse library of games (plus BC with DS and DSi) and its' sales guarantee that it will continue to get great support in the future.

3DS has more quality games, I find the PSV has much wider variety albeit smaller titles and the feel of the hardware is superior too.

Get both. Handhelds > Consoles

Do you like Atlus RPGs? Get a 3DS: Etrian Odyssey IV, SMT IV, SMT: Soul Hackers, SMT: Devil Survivor Overclocked, EO: Millenium Girl and in the future Persona Q.
Do you like shooters? Get a Vita: COD, Killzone, Unit 13.
