Nevermind, just read it. Title is somewhat misleading. He means they had the time to work on getting the game to that quality because having cloud access helped dramatically with getting otherwise very heavy resource consuming things like the drivatar system done.
Actually, it reads to me like, they used the cloud to do all the computational stuff whilst developing the game. Meaning that freed up development resources to focus on ensuring the engine was optimised to run 1080p/60fps.
Rather than it actually being, the finished product needs to access the cloud in order to deliver the physics.

So you have no physics without the Cloud?
Wow, why would they even say something like this? This truly means exactly this:
1.) Without being connected to the internet Forza 5 will not run in 1080p/60FPS. So, if it does indeed 1080p/60fps while offline it means MS is spewing 100% bullshit.
2.) XBox One hardware one it's on it's own cannot support 1080p/60FPS for a simulation racer.
Both scenarios are not good for XBox One. All this means - if you really stop and think about it - is that if PS4 gains the same cloud ability the XBox One will never be able to keep up with the PS4.
Everyone already knows that Forza 5 only uses the cloud for Drivatars. These words from them are 100% bullshit.
Well, at least I truly hope they are.

No, they made the physics engine for the game, using mega giga flops of the cloud and it was done far faster than if they didn't have access to it.
Now the physics engine is completed and all the complex calculations for accurate physics already worked out, they no longer need the cloud to run the calculations (the finished calculations make the physics for the game).
So it doesn't sound like the final game needs the cloud, however, had they not been able to use the cloud to speed up the time to create the physics engine for the game, those resources would have meant they couldn't have optimised the graphics in the game to run 1080p 60fps.
Thats how it reads to me anyway.
If you needed to go online for the full physics of the game, that would be an epic fail.

If true then ignore what I said.
This just means that Forza 5 without an online connection becomes just prettier graphics and not a thing more.
They really should have never said this, if of course I am reading this right.
