I can't believe only a person brought up Dragon Quest XI. Such a great party!
I would add Class VII from The Legend of Heroes: Trails of Cold Steel. Very fleshed out characters and their interactions are great.

As much as I have problems with Metaphor, it easily has the most likable characters. Pretty much all of them aside from the protagonist are likable and complex. Hiesmay especially as the highlight. Tales of Arise wasn't bad in this regard but the characters aren't cohesive and it's all very anime. This would be an easier question to answer back in the days when it was all text because you impose your own idea of their character onto them. It's tougher these days, frankly I don't think JRPGs have strong characters, it's almost always the same tropes over and over again and all very predictable and them their is the overly friendly, overly happy aspect of how they are implemented which is repulsive after enough time and the localisation doesn't help which ends up putting everything to heavily on the nose and no room for nuance. Again, Metaphor done so well with this, if this game evolved anything it's the localisation which is the best there ever has been and whoever they hired to handle need to be the default go to for studios who can afford it instead of the old anime vA who end up in everything and if it was them, themselves that put that all together they need to make a company out of it. It was so perfect, using different UK dialects was a stroke of genuis.

A bit late but I forgot to post when I thought of it:
Tales of the Abyss actually also deserves a mention on par with Berseria, it might have 1 pretty meh character, but everybody else is really great. So pretty much every golden age Tales game (Symphonia, Abyss, Vesperia) had great parties but Berseria is kinda the only game that's been on par since in that particular area. A shame it had some of the weakest combat of the series.

I think that one takes the cake, all the party members are likeable especially in the first one. In the second one sometimes I feel like a few characters can ge a bit annoying.

I wanted to add FF Rebirth to this thread, for Red 13, Barret, Aerith and Clouds little character arc but after what they did to Red and the really weak dramatic speeches, nope. This one has failed.
Yakuza Like a Dragon
FF 10
Disgaea
star ocean til the end of time
The Diofield Chronicle
Metaphor Refantazio
Valkyria Chronicles 4
etc...
Dragon Quest XI, Xenoblade 3, Tales of Vesperia, Final Fantasy VI, and Chrono Trigger have my favorite parties.
Dragon Age 1 had a great party. I don't know what happened to the series cause after 1 the only character on the same tier is Varric.
