The reason why America calls the big shots is because the headquarters of PlayStation have been moved from Japan to the USA about five years ago, so America is both responsible for America as well as the global PS business.
The reasons for the move to the USA are that most of Sony's major partners (EA, Activision etc.) are located in the USA and that PS has declined dramatically in Japan and will continue to do so, because any counter-measures would put the business in other parts of the world at risk. Additionally, the USA is the single-biggest console market in the world and can boast with both the highest tie ratios (games sold per console) as well as the biggest percentage of subscribers to online services. If you thought that Sony can afford to lose in the USA to Microsoft because Sony has a stronghold in Europe, think again. It's no coincidence that Sony gets closer to doing business like Microsoft with each passing year because the USA is the country that provides the most profits by a big margin.
