Sony already has a partnership with them. When RS announced the game, on the PSblog it was Playstation has a partnership with Rockstar for the game.
It is so obvious the game will be at E3

Sounds pretty good. Can't wait for the Black Ops 4, Destiny 2, Kingdom Hearts and Last of Us stuff.

It's likely just a subtitle or slogan for the game.
I'd love to know why people even think Shadows Die Twice is a sequel to Bloodborne. Seriously, there are tons of evidence pointing to the Tenchu franchise, and I don't see a single one pointing to Bloodborne 2. I think it's fake just because of that.
