As far as we know he can play co-op with PC and Xbox folk, but competitively he will only be able to play with other PC players for certain games (for example Halo Wars 2 and Gears of War 4).
Also this obviously only includes Microsoft games, so any third party Xbox One game and older first party game would still need Gold to work. So unless he only plays the newest first party Xbox games online, he still better off renewing his subscription. (Not even counting GwG)
