Unlikely.

They'll most likely give players the option of capping at 30fps or run unlocked at 25-50fps, just like Killzone Shadowfall and Infamous Second Son.

This should be the norm for single player games with, although 30 should be the lower cap.

Did resolution or graphics  change when capped versus uncapped?

I do not agree, I think many single player games benefit hugely from 60fps.

And no, to my knowledge the resolution and graphics remained the same.

Why would you want the game at 60 frames? You want to see visual downgrades? I think the game looks good the way it is, and ill settle for a solid 30 frames no less.

I very much doubt Uncharted 4 will be 60fps(locked or unlocked). It is common knowledge that a higher frame rate compromises graphical fidelity and with Uncharted 4 I think they are going to push the graphics hard because that is what really gets the masses attention. It's like the bullshit that Ready at Dawn fed to people about 30 frames per second being more 'filmic' but the truth is that there would be no way that game could look like it did AND run at 60 frames. They made it sound as if 60 frames per second was an option.

I really miss the times when developers just worked on games and released screen shots and the occasional video of gameplay instead of hyping things up and trying to justify design choices with obvious fabrications.

I think that they have the talent and resources to do it. AFAIK the PS4 is easier to develop and code for than the PS3 was, and I do think it has the power to full 1080X60 off.
