Yakuza was definitely demanded more than Shenmue.
Plus, it's also reasonable to ask Sony to localise Yakuza for Sega. Whereas, Sony can hardly force Sega to invest hundreds of devs and tens of millions of dollars (minimum) in resurrecting an old IP that failed to achieve their vision in the first place and has since been forgotten by many.
Shenmue 3 hasn't been made because it's an incredibly niche series while requiring a very large budget. They need to find someone to fund it who doesn't care about making a profit. Microsoft fits the bill since they just spent like 2 billion on Minecraft but they don't seem to care about Japanese games at all.
I don't know what's going to happen with Shenmue 3. It's way too expensive to crowdfund and I can't think of a publisher who would be interested. Maybe he should just turn Shenmue 3 into a manga and finish the story that way.

I'd like to add. Even if Shenmue3 is in the works they wouldn't already announce it. It would easily take another 2-3 years before it is done. So if anything, people should get haipt somewhere in the year 2016. Till then.

I still want a new Shenmue game, but at this point it's unlikely. Too much time has passed since Shenmue 2, and public interest has sadly faded.
