Like you said Shenmue 1 was reallly expensive to make and it'll be hard to live up to the hype. Sony already has one hyped project in limbo (The Last Guardian), they don't need another. Microsoft has the money and it has been on their systems, maybe they should try funding it.

Problem for me is that i'm trying only to buy/play PS4 games right now and would rather they just port the whole series to PS4.

so was shadow of the collossus, hell they fund since 9 years  the last guradian. Sony took plenty of risk to games which were never successfull in the end. I doubt MS would spent their money on a japanese game, their xbox one is not successfull in japan and they dont seem to care about japan either.
