That is all sorts of weird. InFamous did pretty well. I would think maybe they were temporary but that doesn't sound like a layoff. Layoff sounds like fired or let go.

Sony, Microsoft and Nintendo was hit with layoffs. I would like to hear about no more layoffs this year.

It's hard to tell until we know specific numbers, but this (or something similar) seems like a probable reason.
Sony tend to be pretty careful with their development spending (most of the time anyway). I'd be incredible surprised if they spent enough on ISS for it to be considered a commercial failure. They get both the publisher and platform royalties from sales, they should be looking at around 30m to 50m in revenue for just the 1.5m we have on VGC.

Some people were there since the first Sly Cooper

Don't usually lay-off, people will leave after a project is done (artists, world designers and such) since they have nothing else to work on, but you don't usually hear about them being "laid-off", they will simply leave willingly.
It could just be weird terminology at work here but we can't know until we have an idea of who was laid-off.
Cycle... End of project, layoff people that don't work on the beggining of a project. And Sony could be trimming some of the fat.
If all studios were close they could rotate those guys.

This.. they are thanking people who worked on the Sly Cooper series... Suckerpunch hasn't made a Sly Cooper game since the HD versions in 2010..

Face the future.. Gamecenter ID: nikkom_nl (oh no he didn't!!)
It seems Sony is being a little careful with labor costs this generation. Unfortunately this tends not to bode well for job security and Sony's outlook as an employer if they are not careful people may not want to work for them when they are hiring. Since programming and the like can find stable jobs elsewhere in another field.
I have Heard that alot of studios usually have quite big layofs following the release of a game since they hire alot of talents specifically for that game. I may be wrong though.
