Don't usually lay-off, people will leave after a project is done (artists, world designers and such) since they have nothing else to work on, but you don't usually hear about them being "laid-off", they will simply leave willingly.
It could just be weird terminology at work here but we can't know until we have an idea of who was laid-off.
