Personally I would say Puppeteer. Probably the greatest sales tragedy I've ever played. This game bled character and the setting and gameplay fed into each other so wonderfully. I've never seen an artstyle you could PLAY. Probably my favorite pure platformer of all time (Ratchet and Clank ACiT being my favorite overall but it's a mix of genres including some platforming). I got really pissed seeing the sales when Sony released it a week before GTA5 they could have just held it for PS4 and given it its own window or even released it in July or August.

Puppeteer was a very good game. EXxcept a few overly long cutscenes that took me out of the game, and some levels feeling a bit too long, it was easily one of the best platformers that sony has made along with my GOTY last year Tearaway.

TLOU:R sold 290k within two days in July, what were they expecting it to sell like? I mean its a remaster of a year-old game, which was already in HD, and exclusive to just one platform.
Anyways, I don't think TLOU is the best game of all time. 2013 alone had two better games in my opinion: GTA V and GOW: Ascension.

There may be some sort of hidden background costs that we're not aware that went into the making of this game that made analysts with more insider knowledge expect it to/want it to sell more than it did. Who knows. Its a bit weird for such a statement to find the light of day when you consider that it *seems* to have sold well for what it is but, maybe, we don't actually quite know what it is that it is...
Edit: Perhaps marketting costs were higher than expected?

*spews milk* wiat...someone who doesn't just trash GoW Ascension? THANK THE LORD
Seirously I feel like it's a fantastic little murder spree and I have a great time every time I play through it (2 times since platinum)

Only real problem I had with GoW:A was that it had a feeling of repetitiveness in that overall sense of it all and just in the level to level gameplay. Which, to be fair, is normally true for any GoW game as there's only so many ways to skin a cat. The level to level issues are pretty standard and not something that I really had a gripe with as it was still fun, but the overall sense of the game somewhat felt pointless and that's really what ended up jading my opinion.
I'm so sick and tired of hearing everyone say that The Last of Us is the greatest game of all time. On the other hand, I fully support anyone who claims that Uncharted 2 is the greatest game of all time.
