Well, Max Payne 3 had 35 GB of install size on PC. I think it didn't have any CGI, but different scenarios that used high resolution textures and non-repeating assets.

It isn't quite necessary right now. The games that were close to 50GB on PS3 were actually using duplicated data for higher read performance, coming with extras and more languages (Uncharted 3 had 6 languages, if I'm correct), high quality audio, high quality cutscenes and so on. PS4 can deal with compressed data on discs (because of the hardware decompressor), so the games can be compressed saving disc space and it will probably be able to run games on 100GB Blu-rays, while the BD tech can probably evolve to 500GB discs easily.

We can assume the PS4 can read discs with more than 100GB, since it will play 4K Blu-rays and they are bigger than that.

Uncharted 3 didn't used in engine cutscenes and still shipped in one disc, with lots of space being used for frivolous things like having all languages on disc and tons of extras in 1080p. InFamous uses prerendered cutscenes and fits in one disc.
Actually, most games don't use real time cutscenes to allow the game to load the next stage while showing the video.

You guys are forgetting something. Archival Disc is a medium (compatible with current blu-ray lenses) created for long term back-up. It is a very durable disc with lower reading speeds but with a lot of storage available. These will be available next to Blu-Ray discs which are for different media (games, movies). Blu-Ray disc technology will evolve at the end of this year to storage capacibiliies of more than 100GB (already possible actually but not for mainstream use). So PS4 will be able to output 4k video by using the new BD discs and I bet that developers will be able to print out their games on these 100GB discs too obviously.
To be on-topic I don't expect any game to use more than 100GB of data (most of that uncompressed as well) on the new BD

I think Infamous: Second Son is a good example of reusing the same things to reduce disk size (and of course reducing cost of production). The sides quests were just the same from start to finish. I like the game but i feel a bit cheated by the developers. I could see some more diversification. Same thing occurs with Assassin's Creed games.

The lack of content in InFamous is probably more related to a quick development in a new and unknown hardware. It's like the early games at PS360, most of them had 6 hour campaigns and lacked content. Mirror's Edge was short, Heavenly Sword too and so on. Even Crysis 3 wasn't needing all that space (of course, cutscenes on PC games usually make concessions in prerendered video quality to fit in less DVDs, but an extra 10GB would solve that).
Well you forgot GT7, it certainly is a possibility... my bets would include FF and maybe MGS.
Don't think they would need 2 BDs for UC4 even going 40Gb on UC3.
EDIT: On the bright side FF XV and GT7 may take some years to show and someone beat them to it.
