I think Activision might give up with COD, but really, COD seemed rather doomed on Wii U from the beginning. It's a vicious cycle. Nintendo gamers, if they play COD, will want the best version, so they'd likely choose the PS3 or 360 versions over the Wii. As a result, Activision doesn't see much money in making COD for Nintendo gamers, so when the Wii U comes around, a system that COULD handle a COD comparable to the competing versions, Activision doesn't fully support it. Potential COD customers, now already mostly moved over to the other systems, become even less likely to want a Nintendo version because they know it will be less supported. The cycle repeats itself.
That said, this only applies to COD. Angry Birds did terrible on all consoles, so that'll likely not be released for consoles again, and if it does, it'll probably release for everything. In terms of next gen consoles, Skylanders Swap Force is doing best on Wii U by far, and though that may be due partially to a bundle, with Nintendo providing support like that, you can bet Activision will continue support as well. So all in all, I think the question isn't "will Activision give up on Wii U?" but rather "will Activision give up on COD on Wii U?" There's not much reason to give up altogether on Wii U, they just need to figure out what games have an audience on Wii U. COD probably doesn't, and likely no amount of support, 1080p 60fps gameplay (if they ever developed it to be so), or free online play could ever change that.
