I can't speak for him, but I would say that he could be talking about relative to the norms of the franchise.  Though the wording doesn't seem like it.

My Vita to-buy list: The Walking Dead, Persona 4 Golden, Need for Speed: Most Wanted, TearAway, Ys: Memories of Celceta, Muramasa: The Demon Blade, History: Legends of War, FIFA 13, Final Fantasy HD X, X-2, Worms Revolution Extreme, The Amazing Spiderman, Batman: Arkham Origins Blackgate - too many no-gaemz :/

My consoles: PS2 Slim, PS3 Slim 320 GB, PSV 32 GB, Wii, DSi.

Shit I didnt even know about Liberty City being on the PSP so speak for yourself.

 

It has no "games" if you own every other system its library pulls from besides its exclusives

A new and proper Paper Mario.  That is it.  But the console would have to be no more than $100, and I would prefer it not be handheld.  

 

I miss Paper Mario (Own both an N64 and Gamecube), but every single one made after it has been terrible so I don't even want them...

Nearly every great Vita game isn't on 3DS. Some are multiplatform, but those are shared with PS3 or PC.

I've got Metal Gear Solid 2 and 3, and Virtue Last Reward... but on the Vita, actually!...

As for the other games, I don't like them and, in fact, I never bought them, on any platform, including the PS3.

Sorry, but if my tastes are not enough a strong argument for you, what can I do? :)

As I said, I've nothing against Nintendo or 3DS, but I'm not attracted by the software line up; the focus of the system is clearly toward a 7-14 audience, it's region locked, the few serious games it has I can get elsewhere. The exclusives are stuff like Mario, Pokemon, Tomodachi, Style Savvy... Great games, probably, but not for me. Amen.
