It did. Lost Odyssey, Blue Dragon, Tales of Vesperia, and Star Ocean 4 all pushed a lot of HW for the 360 (especially considering how unfeasible it was to imagine the 360 selling 20k+!).
Once MS stopped paying for those timed exclusives, the 360 stopped have any meaningful boosts.

Because they only had 4 exclusives over a span of 2.5 years. You need far more than that, especially when every title is a JRPG which means the success will not be sustained. They needed to get a series that would have sustained success and good legs to not repeat that dead cycle.
I still don't think you can see the progress 360 made over Xbox and call it a waste.

I do. It was irrelevant, and it remained irrelevant, with the added bonus of being a money pit.
For starters, they needed no RROD. That was a big factor in why people didn't want it. What series/game style do you suggest could turn them around with some legs? I don't see an existing one or one that could be made in order to do that.

Going from 500k -> 1.5 million is not a small improvement.
Yes, RRoD played a lot in giving the 360 a very negative preception in Japan. As far as style of game, they have to find their own evergreen to really push sales because it'll be almost impossible to solely use a few JRPGs to keep a higher sustained level of sales.

You can't say they didn't try with that evergreen... they nabbed a MonHun MMO. Still, didn't help. It's not THEIR own exactly, but it's still a nice choice of game. Otherwise - if they didn't figure it out so far, then perhaps they just don't have any ideas aside from making some 2nd party JRPG's and buying 3rd party exclusivity.
Considering the amount of effort they presented Japan with during the first few years, a million more is still nothing. After all - they didn't try with the XB at all. And it got them nowhere in the end, anyway.
