if you do this with ryu, ken, dan or rufus to do the move in street fighter 4 with full super bar you are going to do the super everytime. it's just if you are walking towards someone you just do a fireball immediately, if you are not moving towards them, you tap forwards like you would for a smash attack in smash bros then let the stick return to neutral and do a fireball motion. Like I'm not going to dispute that doing the double hadouken method wont give you a dragon punch every time, but still you will have no control over doing a super if you do this method, tis the same with a few of my mates, they use the 3x punch or 3xkick buttons to use the EX moves in SF4 that works fine with 4/5s of the roster and it's easier I guess, but yeah try that with Gen and you are just going to be changing stances all the time or if you try things like akumas EX dragon punch you but instead use 3x punch you are doing the command for his phase forwards move.
It's just easier to start off doing it the right way or else you'll run into trouble later with bad habbits, maybe not even with the character you start with (sakura has no command for a double hadoken motion) but if you get used to doing it then decide to try another character who has the same move set you might find your short cut activates another move first.
