The 3DS made Nintendo more careful after witnessing its slow start. That would be my guess.
I believe it's because they expected bad and got good they will RESTOCK later.

There's been a high demand for the system so it will make sense they will re-stock before the launch

I was talking to a guy in retail the other day and he said that gaming companies can no longer afford to produce thousands of units and have them sitting in warehouses, so companies nowadays are much more cautious when it comes to stuff like this.
Anyway, I'm sure Nintendo wasn't expecting demand to be as high as it has been.

The story with Wii was that they didn't intentionally do it; they hadn't been able to ramp up production quite far enough yet.
Anyways, first runs are always small unless you know 100% for certain it's going to sell phenomenally.
Also, Wii selling out straight for two years and constantly keeping demand sky-high doesn't seem like any "lesson" to be learned, IMO.

Because they can't magically produce millions of units and ship them out around the globe for everyone who wants one on day 1. And with the difficulties in manufacturing the controllers to keep up with the shipment of consoles, supply is going to be pretty tight throughout the holidays and into next year.
